HKS EVC 3(?) Troubleshooting

Hello any electrical wizards out there,

This little device hasn't been working since I picked the car up, as in the display won't even turn on. I think it's an EVC III not sure. The rest of the things involved are ok, I've check for 12V in the ignition circuit it's spliced into, and it is getting 12V to the circuit board.

Any troubleshooting I can do to get it to turn on?
