I've never tried or used the Norris chip, but can warrant the H-dev stage 2 as working beautifully with a T28 and GT28R both.
Either or either i have run both and cant really tell them apart!

You can't go wrong with jezs h dev chip. His customer support is excellent.
ND don't have anything to do with S13s now.
The ND chip was written for a T3.
There have been reports of cars fitted with HD Stage 2s running lean so you may want to RR the car afterwards to check the AFRs.
Actually, whatever chip you fit, you should get it on a rolling road afterwards.
For me, if it was a toss up, I'd go HD Stage 2.

I had a Norris Stg1 in my s13 - Still got the ECU and chip if you want one cheap... :P
The Norris had a much higher rev limit than the h-dev. My stage 1 Norris with similar spec to yours (except turbo was only running around 7psi) ran 210bhp.
What I'd like to see is a graph of the AFRs for a CA running a T28 at 15 psi with an ND Stage 1 chip. I'm sure the power would be around 280 bhp but what would the AFRs look like ?
Just reread the OP and thought it was worth mentioning that with an aftermarket FPR you will definitely be wanting to spend some money on rolling road time as you need to set the fuel pressure to ensure the AFRs are safe across the rev range.
If you find you are getting boost spikes, then the MBC is probably the culprit. Try a genuine Bren device (Dawes device supplied by Apex Performance). The T-shape second generation ones are better and go for around £35 secondhand in the FS section.
