Photoshop/GIMP Help - Make my signature nice?

Im hopeless with Photoshop/GIMP/Paint.

My sig looks really shoddy in the picture if you look below. As i just used some online re-sizer after i cropped the car out the other imagine..

Can anyone make it 500x100 and not loose the quality like mine has? - Then possible sharpen the colours and make a border on it?

gah! Can you re-size this without it messing the quality up!? Too big for me to use as is, and when i re-size it distorts! For SXOC filesize is 19.5kb
