rust help!!!

is there anywhere round ramsey, chatteris,huntingdon, peterborough area that would sort the rust issue on the car that i might buy. As that is the only thing putting me off at the moment becasue i haven't got a welder even thou im pretty handy with one but i think it would be to much hassle.

input from you guys would be appreciated as this would be my first sx.
