when you re-bore an engine especially an alloy block with liners you really need to simulate then load applied when your heads torqued up as it does cause distortion but you cannot bore an engine with the head on so you use a torque plate which does the same as a head but has holes in to allow boring of the cylinders, you should also have your mains caps and cradle torqued up as well

any size and both size head bolts, if your going big power there a must along with you main caps being torqued up as well and as im using mazworx 1/2 head bolts there extra torque will cause more distortion
