Have you checked the Fuse for the head light. It should be 10 or 20amp I think and will be clearly marked in the fuse box. Just check that it hasn't blown before you start ripping the car to pieces :)

The tank to the side is an expansion tank. You're right in thinking it isn't any pressure in their as its just their to take up the expansion that occurs when the water system gets hot.

I would lean towrds a knackered fuel pump personally. I had a similsr problem but not as severe. Tried alsorts but in the end it was the pump. Put in a walbro and all should be fine.
