i'd open the bottom and pull the bearings out to see if they have won through to allow the journals/rods to be damaged... you may be able to get away with a new set of bearings and a very thorough...

I've been taught that with race cars to start with lowest downforce settings and suspension soft all round, then optimise the front, then the rear, then throw...
You'll have to check the marking on the pulley to the #1 TDC and peak cam lift points to work that out; I wouldn't trust the markings at all personally; think of coilover strut tops with camber...
