i wouldnt say its your lag times, this is like a fine adjustment for fuel trims on idle. if its just sluggish it will be a map issue either timing or fueling or just the characteristics of the car.

put up pics of timing marks, also as already mentioned the shims could be wrong causing a valve to stick open. how did you shim it? did you bleed lifters also?

Late models had the same plug as s14a
S14a use s15 ones. There just re-pinned to work.
S14a imports (Kouki) have the same pin out as an s15 unless the engine harness has been changed.
But either way s15 one is for uk and import.
Na it's common on power fc's to do it. Signs of a sticky idle control valve are usually idle staying to high or cutting out when coming down to idle. But to just rev up and down that is a power fc...

Idle control valve can't be taken off I think without take manifold off.
There's no idle settings to adjust in the power fc apart from idle speed.
You could try adding some fuel in in the idle...
Has it always done it/does it have standard ecu?, the fuel pump relay has possibly been givin an earth with ignition on instead of ecu.
Power fc is common for it if idle is not learned when installed.
There is a process of adding more voltage load every ten mins during the idle learn period.

Where the coilover is mounted to the hub the top bolt hole is eligngated. Make sure you pull the top of the hub towards you while tightening to get the most clearance.

You have throttle wide open while cranking on warm engine with all spark plugs out and a decent battery. If battery seems a little weak crank with jump leads from a running car.
