Strange place to have a hole? Front wheel arch.

Hi. I am currently cleaning up inside my front arches. De-rust, dynax ub etc. This hole is only on the passenger side. Dosnt seem to be one on the drivers side. Whyle washing the arch, water runs along the lip at the bottom of the chassis and into a cavity behind the wheel. It then ran out of the chassis rails on to the floor. Does your s14/a have this hole or not? Hole is indicated in pic by the point of the screwdriver.

I think my white 14a has one there as I,m working in that area on mine and recall seeing something like that
,not sure if the other two 14a's I've had were the same but I guess they were, don't think my 13 has the same hole/gap there
I've no idea what its for,or someone was just lazy doing the underseal job
