You'll probably want something along the lines of a Koyo N-Flow.
Why? Your "standard" 52mm aluminium radiators take a lot of abuse before getting flustered.
I have an idea that Apex did a 60mm one but not 100% on that.
An increase in the thickness of the radiator doesn't make a proportionate improvement in cooling. Going from the standard 13mm to 25mm will give considerably less than a 100% improvement in temps. Equally important is the design of the fins, the water flow rate through the rad and the inability of the air to flow around instead through the rad.
Internally, an OEM water pump, decent thermostat and clear water channels will make more difference than a super-thick rad.
Externally, using the viscous fan (which is more efficient than electric ones), the fan cowling and the undertray will help cooling too.
The thickness is more increasing the volume of coolant to soak into, raising the point at which the coolant is thermally soaked. The actual heat rejection of the radiator is independent of thickness to some extent, but the amount of heat that can be rejected into the increased coolant volume is greater.
Something like a Koyo N-Flow which is one of the better flowing radiators on the market in terms of water path through the radiator will be more than sufficient I would imagine.
I'm sure you can get some monster ones from the R32 GTR.
The radiator is a straight fit into the S13, but you might come into clearance issues if you buy something really enormous.
