Should they have stopped?

Driving into work today along the A13, suddenly there's a huge slowing down of the traffic in front - to avoid some what looked like seat cushions and covers sitting in the outside lane. I pick my way around it and carry on.

2 cars back from me is a police car - who also picks their way through the debris and carries on.

Should they not have stopped?! :confused:

If it was traffic police - they should have stopped and removed the debris
If it was an ordinary copper - they should have stopped with lights flashing, out of the way somewhere, just to warn motorists until the traffic police came along to clear it

Might not have been a copper driving, we have the Cheshire Police HQ here, and quite often theres mechanics out driving or delivering cars..
