Do a search on Google. I think it's an Adware-related thing that's gone dodgy (flatmates 'pornband' PC regularly gets DLL errors similar to this :D )

If you haven't already, I'd get and run Spybot to check for spyware, adware and other shite.

windows and explorer are just dying... windows updates should fix it, but try mellons advice first cuz that will be quicker :)

think that would be best, it's government PC and it's shit, but they're not meant to mess with it

May be wrong, but check for spyware before you start replacing/re-installing stuff.

www.mozilla.com - download it and send it over msn, not sure if its small enough to email ?

He could try re-naming the DLL (to disable it) and restarting. Bit of a gamble though.

I don't know how integral the file is (or if it's even part of Windows - it's not on my Windows 2000 installation).

According to the link I posted, you can delete (or rename) the MSIESH.DLL.

I'm almost 90% sure it's part of a spyware Trojan and not part of Windows.

Once up and running get spybot (and Mozilla if you really want to ditch IE).

I'll shut up now.
