Why do all French cars come with the foglights / driving lights wired permanently into the dipped beam switch ???

I hate the stupid biatch in a Black Seat Ibiza who has held me up on my way into work 2 times in 3 days.....

There is no excuse for doing < 30mph in a 60mph.... and deffo no reason why you should brake hard whenever a car comes in the opposite direction!!
