I understand a wet road would increase drag but what about a damp road? Surely the friction between the road and tyre is reduced?

I was refering to using the loud pedal less, this doesn't count. Mine is a firm NO :D

I would say it doesn't, the coefficient of friction between the tyres and the road has nothing to do with the rolling resistance.
