Fixed penalties for speeding and parking offences could rise by as much as £35 as part of a drive for better compensation for victims of crime, it has been reported.
Motoring organisations condemned the suggestion, with the RAC saying it was "unlikely to be welcomed by motorists".

The Sunday Times quoted from a leaked letter allegedly from Home Secretary David Blunkett to fellow ministers as part of efforts to increase the proposed £160m annual criminal injuries compensation budget.

The Home Office confirmed a review of the system had started, but refused to comment on the letter.

The newspaper said the surcharge would be imposed not only on fixed penalties, but also on fines for criminal offences as well as littering, dog fouling, graffiti and loutish and drunken behaviour.

Contentious issue

It quoted Mr Blunkett - in a letter to Deputy Prime Minister John Prescott - as saying: "The proposals set out here would send out a clear message of placing the victim at the heart of the criminal justice system."

The Home Office spokeswoman said: "We are carrying out a review of the criminal injuries compensation scheme which we have already announced, but this is a leaked document and we are not prepared to comment on it at this stage."

Paul Watters, head of roads and transport policy at the AA Motoring Trust, said: "Generally, the amount claimed back from motorists in taxes, charges and penalty fines is enormous compared to what it used to be.

"I can't see the logic of paying towards criminal injury compensation from speeding fines, when it may be that no-one was injured."

The charity Victim Support said the compensation scheme was in desperate need of reform and whether or not a driver had caused injury was not the only issue.

"There never is a victimless crime, even if it is apparently innocuous, society is suffering from it.

"The driver may have got away with not killing somebody on this occasion, but easily could have done.

"We have always felt that crimes affect the whole of society and that society should respond to crime collectively."

Camera anger

The methods of detecting and enforcing breaches of the speed limits continues to be a contentious issue.

The government announced plans at the end of 2001 to paint speed cameras yellow to ensure they could be seen by motorists.

The move was welcomed by many motorists who believe the government is unfairly targeting them in order to raise money rather than foster safety.

But road safety groups challenged the move and said more cameras and harsh enforcement of the law would cut deaths.

No, higher driving standards and well maintained roads would cut deaths.... In addition to letting the poor bloody motorist concentrate on driving rather than having to squint at every hedge and bridge 1/2 mile in front of him for a pissing speed camera.

Know what you mean, seems like they are trying to cure the symptons of crime, ignoring the underlying cause. It is just taking the 'kin piss. I am seriously contemplating a criminal endevour after hearing about this. Normal law abiding, middle class peolpe will be literally paying for the consequeces of some criminal activity.

Comforting to know that if your house gets done over, you may well be funding the defence lawyer that reprents the runt in court.

Why can't they just put some effort into catching the theiving little fcukers !:mad: and then make them work to generate some revenue for compensation!!!!!!!!!!!!!!! instead of making every other fcuker pay for it!!!!:mad: :mad: :mad: :mad:

Yeah, but its true that most of them are caught, just get let off, or are too young for prosecution etc.

Was great in the Florida when watching the news that the "young offenders" faces were shown on the news. Here, they are kept sectret to protcect their identity :eek:

Outside my street, they put in speed bumps. Which I actually think is a good thing, because a small child was run over and killed by some white van pleb doing over 40mph.


Seeing as I am living near brixton, you can imagine how they drive.. Like they are "da man". Anyway. As they put in the bumps, they also put un some double yellow lines which went half way up the street from the new "temporary" traffic lights.

As far as I am aware, dont they have to ask?..

Point Two: I had to park there, since every muppet now has nowhere else to park apart from side streets etc.

So I get a ticket at 620PM. However. The double yellow lines do not have double "end bars" at their ends. I.e. they are illegal, and do not conform to the highway code or road traffic act!

So I have just sent a very firm letter to Lambeth council urging them to shove their "penalty Charge notice" very firmly where the sun does not shine. In addition, I let them know I would be happy to prosecute them for acting illegally, and if they didnt reply in 14 days, I would increase their costs to me by 50% (i.e. 47% above boe base rate). In addition, I said that "Since these figures are what they constitute as legally acceptable, that in addition if they altered the street markings or put new ones in without consulting the residents, then I would register their debt at the county court which might adversely affect their credit ratings." I also might exercise the option of using bailiffs, as they do.

I am more than fed up about being persecuted for being a motorist in London.

Stick that in your pipe and smoke it, Mr. government - you cant have it every way. We will vote differently or tactically next time.

Spin and stealth taxes do not me a happy camper make.

A bit too keen on the "revenue generation" side of motoring, and a bit less on actually listening to what Motorists know would actually help things.

We are the most taxed motorists in the world. Why do we take it?

The usual British malaise about rip off britain? I think its apathy - we are so used to getting shafted, we just accept it now.

We the SXOC should confront the government and rebel. JB you can lead the attack :D

I personally don't think it will be to long until the people start really going mad about the increase in taxes and fines etc because are government are too pussy to say no to asylum seeker and too pussy to bring back the death sentence instead of filling our jails up with murderers and rapists. Just kill the feckers it saves money. It also decreases the population in this over populated country.
