got an adjustable fuel pressure regulator and wanted to get right pressure more or less on it before i put it on the car so gave it to a techie to set it with a pneumatic line. he said he cant seem to do it properly that it shoots up big steps i.e. from 1 bar to 3 bar. does it need to be done with liquid or is it just ****ed ? ?

You will need to do it on the car. Get a pressure gauge and plumb it onto the fuel line with the fuel filter on it. There is a vacuum pipe that goes onto the fpr so at idle it gives less fuel pressure but on throttle it gives more. So I think you need to set it up with the vac line disconnecting.

the normal method would be to wind the preload out as far as possible.. (lowest pressure) fit and adjust accordingly
