What is the highest refresh rate that a monitor can offer?
SO far I've seen 96hz...
Also, I'm thinking about going 17-19'' or there abouts. What can you recommend?
If you spend silly amounts you can get silly refresh rates.
most decent 17"'s these days will happily support 100-120hz @ 1024x768 and some at 1280x1024
My 19" runs at 120hz 1024x768 (I think) and 85hz at 1280x1024

got my philps 21" running @.... can't remeber actually think its 1600 x 1200 @ 80mhz and thats 6-7 yrs old

Depends on the resolution. My cheap Panasonic 19" can do about 160 hz at a poxy 640x480 but 85 hz @ 1280 x 1024 and 75 hz @ 1600 x 1200.
Aim for 85hz at whatever resolution you are going to be using it. It looks rock solid to my eyes, but at 75 hz theres a detectable flicker. Anything lower I would say is very fatigueing on your eyes.
I can barely put up with 85hz, 100hz is my personal fave :)
But yeah, anything under 85hz will KILL your eyes after a while.

Only running 1024 x 768 @85Hz :(
But it is an 18" TFT :p :D :D

Mine only goes to 2048X1536 @ 70Hz............:p :p
Run it @ 1600X1200 though @ 85Hz...
