The Order of the British Empire should be scrapped and replaced by a new Order of British Excellence, a committee of MPs has said.
The MPs also said knighthoods and damehoods should be phased out within five years.
The Commons Public Administration Committee called for a major overhaul of the honours system.
It said the system should be more transparent and the automatic award of honours to state servants should be ended.
The committee said while there was still solid support for the honours system, there was unease about the way it operated.
The title Order of the British Empire was now considered to be unacceptable, it said.
It was thought to embody values that were no longer shared by many of the population.
It said the reputation of the system could be jeopardised by the fact that the Prime Minister's office still produced the main list of honours for submission to the Queen.
MPs called for the abolition of the secretive honours selection committees, which recommend awards, and the creation of a new honours commission whose membership would be made public.
It said that detailed statistics on the regional and ethnic origins of the recipients of awards should also be published.
Chairman Tony Wright urged the Government to take up the report's recommendations.
"Honours are a way for the nation to recognise service and achievement. This is important, which is why the honours system needs to be taken seriously," he said.
"We need to ensure that it is fit for purpose, which means making changes to it from time to time."
